Thank you. So it wants me to convert a bmp to a stp file using Winmip. How do I do that?
Download WinMip2. You can find it here: http://www.btr.clanbtf.net/RevampedReloaded/Downloads Editing Tools.htm

1. Open the new track logo bmp with WinMip2.
2. Click on the "file" box that contains bmp.
3. A drop down in that box will show 4 selections (bmp, tga, mip and stp).
4. Select stp.
5. Save the file as an stp.
6. Drop the new trklogo.stp in the track folder of the specific track you're trying to change the respective track logo for. (Be sure to backup the previous trklogo.stp that you're trying to replace).
7. BOOM... Done. New track logo.

:)

We really need a good tutorial website for stuff like this. It seems like we had some good tutorials floating around a while back but I can't really find many now.

So I'm trying to create a new track logo in this way, and this is what I'm doing:
1. I'm copy/pasting a logo from the Internet onto GIMP -- View: https://imgur.com/zxmRBQb

2. I'm saving that logo as a BMP
3. I'm opening that logo in Winmip
4. I'm selecting the "stp" in the drop down type -- View: https://imgur.com/6TtapDz

5. It asks for a type, with numbers 3-7. I don't know what to do from here -- View: https://imgur.com/VkUSL0p

What am I doing wrong?
