What kind of research have you done, most all these issues have been addressed some time or another thru out the n2k3 community. Do some legwork.

Blunt answer, here's a better one......do a search in google to find the answers you seek. They have been answered many many times, second, learn how the game works, third, don't expect everyone else to lead you by the hand.

Texas for starters has incredible grip almost feels like plate tracks no braking at all and the tire wear is really low is that something i can fix in the ini files? Turn grip down in the track ini
Atlanta I m having issues I come into turns and the car pulls down and I spin out and setup reccomendations? Search for a good setup, they are just about everywhere
Bristol I always get pole and I am faster by atleast 5 seconds.. during the race after green I am already 5 seconds up 1 lap in Increase the AI level
Kentucky is exactly the same as bristol Increase the AI level

Garret is right, it took me 20 seconds to find guides that will help you with what you're looking for.

Texas for starters has incredible grip almost feels like plate tracks no braking at all and the tire wear is really low is that something i can fix in the ini files?
- Track.ini explained
- Track.ini Guide
- What you'll be looking for is track_asphalt_grip , track_concrete_grip, and possibly track_paint_grip.

Atlanta I m having issues I come into turns and the car pulls down and I spin out and setup reccomendations?
- More front weight, stiffer RF spring, larger front sway bar.
- Setup Cheat sheet

Bristol I always get pole and I am faster by atleast 5 seconds.. during the race after green I am already 5 seconds up 1 lap in.
- Increase Opponent Strength.
- See track.ini guides above.
- This is a more advanced area, as there are several ways to make AI faster.
- ai_grip_modifier (probably the easiest and most important)
- ai_accel_modifier - Affects how well the tires grip as the AI accelerate. (More grip = quicker acceleration)
- ai_drag_modifier - Affects overall amount of drag.
Kentucky is exactly the same as bristol
- Same as Bristol above.
