Open your graphics card control panel and take some screen shots for the settings you have on the game exe......I use an nvidia card and can open my card control panel and set some settings that will overide the games settings, there is a conflict somewhere in your settings, just have to find the coulpit.

These are my Graphics Card Settings for NR.

OK, all you AMD graphic card users lend a hand......I can't see anything out of whack.......
Here r my nvidia card settings, it you want to play around a little and try to match up yous with them. Also, d3d8.dll (place in your nr2k3 root folder)N2K3 Settings.jpg

I believe I've fixed it. I turned on Frame Rate Control in the AMD settings and set it to about 130 and that seems to have worked. What someone else told me is that NR doesnt like it when you start getting 140 frames and that will start messing with the games, so I used that to limit it and it seems to have taken away the stuttering.

Depending on the mod, track and amount of cars I can get over 200 frames with an AMD card.
