I need a new PC as mine is 10 years old and is having some operational issues. I'd like to run some of the following:

- NR2003
- rfactor2
- Assetto Corsa and the like

I'm not very hardware savvy, so can someone recommend a PC that will run those games smoothly? I still paint on occasion, and I'd like to be able to use PSP 7 as well.

I'd say at a minimum for load times get a SSD or NVME that will be able to fit all your games on it. If you cannot afford a SSD (even though they are much cheaper these days) get a large 7200 RPM HDD at least. With NR2003 if you can afford a CPU with high 4.0GHz+ (amount of cores doesn't really matter, 4 or more would be fine for other games) that will help the NR2003 framerate. NR2003 is more CPU intensive than a GPU, but other games will need a newer GPU that NR2003 wouldn't full utilize. Lastly for RAM, most modern PC's have at least 16GB for modern gaming. NR2003 can't use more than 4GB but newer games most certainly would.

No.
Given that NR2003 came out 20 years ago, it will run on practically everything from 10 years ago.
I can even get it to run in a window in an emulator in an Android phone.

What are the "operational issues"?

My computer freezes and shuts off randomly, whether I am trying watch a movie, browse the internet or play NR2003. There is no warning, and no error log that I can find that indicates why it stopped or froze.

No.
Power - sing a multimeter or a PSU tester.

Fan - listen Is it moving. Also check core temperature - press either F12, ESC, F2, or DEL. Once BIOS/UEFI is open, you'll find the CPU temperature right on the main screen.

HD - Properties -> Error Checking.

Not sure if you're still looking for a viable answer to your questions, but Ideally it would be best if you're able to find someone who is a bit tech savvy to build a computer because you're going to be a MUCH better price to performance ratio. Below is a link to a very solid budget pc build I put together. However if you don't have access or the ability for someone to put a computer together for you from individual parts, then going to MicroCenter, or Best Buy would be your best bet as they do have services to build a computer for a few extra dollars of course. I'm not sure of your location or if you have one of these retailers new you, so your mileage may vary. Best Buy would be your last option, MicroCenter has a lot more options and knowledgable people.
