Resizing a model in Blender

Hello.

This is more of a general question/issue with trying to resize a model which could very well apply to NR2003 and since the NR2003 section has a "3D Modeling" topic, I put it here.

In this case, I'm working with models from AC but it applies to any game where models need to be rescaled.

The issue is rescaling a model in Blender.

When I try to rescale a model, it will NOT allow me to not rescale the tires. I can select everything but the tires and it will still rescale the tires. I select only the tires and it rescales the tires only and when I invert the selection, it rescales everything, including the tires. I spent over 8 hours between watching videos and attempting to rescale as demonstrated in those videos but did not come across any videos that showed how to rescale some parts of a model and not others. I used the 'lock' to attempt to lock the scale of the tires but they still rescaled. When getting into Blender today, the menu for the 'lock' and to enter the rescale text was nowhere to be found (a common feature with Blender, when I use it, is to change which menus show up and which don't, so using Blender is always an 'adventure').

Selecting the wheels and hitting the little 'lock' icon kept them from resizing as I adjusted the rest of the model. 1709441213103.png This kept the wheels at 1.00 while the rest of the model was adjusted to 1.025.
When exporting, it came out huge so the next step was to make sure to have the "apply scaling" option had "FBX Scale Units" - 1709441565220.png

Car came out perfectly scaled, no tires rubbing. Now I just need to figure out why it came out black with opaque windows, with a bunch of errors when loading.
