"Just to break that up...(whatever that was)"

This is whatever that was:
A man walks down the street; he says, "Why am I soft in the middle, now?"...
... and walks past a tall wooden fence of kind you see outside a building site. As he walks along beside it, he hears chanting coming from behind the fence further up. It sounds like they are chanting numbers, except that it is just one number.
"Thirteen, thirteen, thirteen, thirteen, ..." they excitedly chant. It sounds like a small crowd, which is full young and old people; men, women and children and with all of them chanting the same number over and over.
As he gets closer to the chanting, he finds a a small hole in the fence just big enough to look through. The hole is right where the sound appears to be originating from; so with the crowd continuing to chant "thirteen, thirteen, thirteen, thirteen" and it seeming to become more intense as he approaches, he leans down to place his eye at the hole and work out what the jinkies is going on in there.
Just as he puts his eye to the hole, a small finger like that of a child pokes him in the eye and the crowd stars cheering loudly and then starts chanting again.
"Fourteen, fourteen, fourteen..."
