I'm intrigued by this photo from '91.

NASCAR made it mandatory for pitcrew helmets to be worn in 2002 after the '01 Homestead incident. I knew the gasman was required to wear a full face helmet, but the Tide Crew is not doing that... so still optional at that time? Was this something that HMS was trying after the pitroad incident in '90??

A combo of two answers: It was optional still at that point, I was watching some races from '92-'94 and noticed how on one team the gas man was wearing a helmet and apron while another team didn't have either. I also saw another team where the catchcan man was wearing a helmet but the fueler wasn't. So I think it was something NASCAR didn't mandate till at least '95. It became mandatory in 2003 for all other over the wall crew members to wear a helmet.
