This is a really complicated question because the software seems to be a generic track modelling program that simply uses google maps to help build 3D surfaces. I am not a track builder so I only have limited knowledge about how they are built, but I suspect the only way to find out would be for someone to purchase it and actually attempt to use it. I would guess that some aspects you could use, but the biggest problem is that NR2003 has a rather complicated way of using geometry to align all the different parts of the track, including the signs and 3D objects on them, so it may not work as well as you would hope.
